Registration in the Economic Activities Registry in Georgia
The Economic Activities Registry is a central record of economic activities carried out in Georgia, kept by the National Agency of Public Registry. Registration is voluntary as a rule, but becomes mandatory where sector-specific legislation requires it, and in practice is needed to document an activity for other procedures such as a work permit application. Only activities listed in the National Statistics Office (Geostat) classifier can be registered, each with a code and description.

The Economic Activities Registry is a central system for recording economic activities carried out in Georgia. It is maintained by the National Agency of Public Registry. Registration is generally voluntary, but it becomes mandatory where sector-specific legislation requires it — and in those cases the right to carry out the activity depends on being registered.
What does it mean “economic activity” ?
An economic activity is an activity defined by the national classifier approved by the National Statistics Office of Georgia (Geostat). Only activities that appear in this classifier can be registered. Each activity has:
- a code;
- a specific description (subclass).
The classifier can be searched on the Geostat website. https://www.geostat.ge/ka/modules/categories/125/klasifikatsiebi
What the registry contains
The registry records:
- registered economic activities;
- changes to, and termination of, activities;
- addresses where activities are carried out.
It also integrates data from the Entrepreneurs Registry and the Registry of Non-Entrepreneurial (Non-Commercial) Legal Entities.
Legal nature of registration
Registration is voluntary except where legislation provides otherwise. Economic activities fall into three groups:
| Category | Basis | Examples / typical cases |
|---|---|---|
| Mandatory registration | Required by specific legislation | Food, feed, veterinary and plant-related activities (Food/Feed Safety, Veterinary and Plant Protection Code); employment outside Georgia or assistance in such employment (Law on Labour Migration); public health establishments such as cosmetic or aesthetic procedures (Law on Public Health); hazardous or dangerous activities (Law on Occupational Safety); tourism-related activities (Law on Tourism) |
| Voluntary registration | Not required by law | Activities that may still be registered at the subject’s choice |
| Required in practice | Needed to comply with other legal procedures | Submission of documents to authorities, such as a work permit application, where the activity must be described and documented. Where an activity must be documented for another procedure, legislation typically requires a description of the economic activity, its type and place, and proof that the activity is real and documented. In practice this is satisfied by registration in the Economic Activities Registry and submission of an extract. |
Who can register
An applicant can register if it:
- is registered in the Entrepreneurs Registry; or
- is registered as a taxpayer.
Individuals without business registration can register using a tax identification number.
What must be declared
Type of activity. The activity must match the Geostat classifier and include the activity code and subclass.
Place of activity (address). The exact address where the activity is carried out must be indicated. Where there are multiple activities, each requires an address.
